Pilot

In 2016 Tennet decided to implement the SCL in the cooperation with their contractors as an instrument for the improvement of the safety culture in the chain. Tennet specifies the level of the safety culture that it requires from the contractors in the various tender- and performance phases of contracts.

Given the large variety of suppliers and activities, TenneT has adopted the SCL approach, but has added a number of additional ‘products’. These products have been discussed in the Board of Stakeholders and the additions have been approved for the time being. The additions are considered a pilot for the period 2016-2017. The pilot is headed by TenneT; an analysis and final evaluation will be submitted to the Committee of Experts (CoE) and Board of Stakeholders (BoS) in the second half of 2017 after which the decision will be made if and in which form it will be implemented in the SCL Manual.

The document Additions to Safety Culture Ladder Manual for pilot lays down the requirements for the contractors who participate in the pilot. These requirements are applicable in addition to and where necessary replacing the existing requirements specified in the Safety Culture Ladder Certification Scheme 4.0 and the Safety Culture Ladder Manual 3.0.

For the purpose of the pilot, the following products have been identified:

SAQ report
The organisation publishes a report based on the outcome of the Self Assessment Questionnaire. This is a self-declaration by the organisation.

SAQ Statement
The SAQ statement is based on an evaluation of the existence and quality of the SAQ, gap analysis and action plan by a Ladder Certification Body. This statement is intended to give TenneT insight in the safety culture of the contractor, its ambition and a realistic action plan towards the required level.

Statement Experience audit
The Experience statement is based on an evaluation of the existence and quality of the safety culture, the gap analysis and action plan by a Ladder Certification Body. This statement is intended to give TenneT insight in the safety culture of the contractor.
